Rajnath Singh’s Visit to Russia for Military Cooperation and INS Tushil Commissioning

Indian Navy’s latest multi-role stealth-guided missile frigate ‘INS Tushil’ is to be commissioned during his visit.

Defence Minister Shri Rajnath Singh is paying an official visit to Russia from 08-10 December 2024 to attend the 21st meeting of the India-Russia Inter-Governmental Commission on Military and Military Technical Cooperation (IRIGC-M&MTC) in Moscow on 10 December 2024. He will co-chair the meeting with his Russian counterpart, Mr Andrey Belousov, and discuss various regional and global issues of mutual interest and evaluate the multifaceted relations between the two countries in defense, including military-to-military and industrial cooperation.

India-Russia Inter-Governmental Commission on Military and Military Technical Cooperation (IRIGC-M&MTC) is a framework established between India and Russia to oversee the implementation of cooperation plans and the progress of ongoing projects. It was established in 2000 and elevated to Special and Privileged Strategic Partnership in 2010.

Latest Development under IRIGC-M&MTC

India and Russia concluded the fourth meeting of the Working Group on Military Cooperation under IRIGC-M&MTC on 27 November 2024. The Working Group focuses on knowledge-sharing, cooperation in areas of strategic interest, and expanding joint exercises across the three forces. Under this framework, both nations have conducted various exercises like INDRA, AVIA INDRA, and INDRA NAVY. These exercises have played a crucial role in deepening military cooperation.

Commissioning of Indian Navy’s new Stealth-guided missile frigate “INS Tushil”

During his visit, Defence Minister Shri Rajnath Singh will also commission the Indian Navy’s new stealth-guided missile frigate “INS Tushil” at Yantra Shipyard, Kaliningrad, on 09 December 2024. Chief of the Naval Staff Admiral Dinesh K Tripathi will also attend the ceremony.

INS Tushil is an upgraded Krivak III class frigate (Project 1135.6). Six frigates built by Russia are already in service – three Talwar class ships, built at Baltiysky shipyard, St. Petersburg, and three follow-on Teg class ships, built at Yantar shipyard, Kaliningrad.

INS Tushil is the seventh in the series and the first of two upgraded additional follow-on ships. In October 2016, JSC Rosoboronexport, the Indian Navy, and the Government of India signed a contract for four upgraded Krivak III class frigates. The first two ships are being constructed in Russia, and the other two are under construction in India at Goa Shipyard under the “Make in India” initiative. This 125-meter, 3900-ton frigate can reach up to 30 knots and range about 4900 miles. It has the capabilities of surface warfare, anti-submarine warfare, and anti-aircraft warfare. It has state-of-the-art communication systems, radars, integrated CMS, and Brahmos supersonic cruise missiles.

In addition, Defence Minister Shri Rajnath Singh will pay tributes at ‘The Tomb of the Unknown Soldier’ in Moscow to the Soviet soldiers killed during World War II.
